By unlocking the potential of agriculture for the last 36 years, the lives of more than 3 million people have been transformed through nearly 300 programs in more than 80 countries.Project Description: The Transforming the Assessment and Inspection of Food Businesses in Egypt (TAIB) project is a six-year $8.5M project funded by the United States Department of Agriculture (USDA) that will expand domestic and international trade of Egyptian food products by supporting the establishment and scale-out of a new government entity, the National Food Safety Authority (NFSA). TAIB will provide technical and financial support to NFSA that is responsive to the evolving needs of the nascent regulatory authority. Assistance will be aimed at harmonizing Egyptian food law and regulations with international standards, implementing robust inspection systems, managing outbreaks, conducting science-based risk assessments, monitoring Egyptian food safety systems, and reducing foodborne illness.Purpose and Objectives of the Assignment:Under the leadership of the DCOP, the transition plan consultant will be responsible for supporting NFSA to develop a comprehensive transition plan that lays out the necessary actions, roles and responsibilities, needs and timeline for transferring the mandate of domestic market inspection and sampling to NFSA. This plan will include the identification of all NFSA needs to carry out inspection, sampling and monitoring tasks, including human resources, training, equipment and other requirements, in order to ensure that inspections are carried out efficiently. The consultant will coordinate closely with NFSA's Legal and technical department as well as the current domestic market inspection parties to develop a plan lead to a smooth transition of mandate.Consultants Tasks: To complete this scope of work, the consultant is expected to complete the following tasks:1. Conduct consultation meeting with the TAIB Project Technical Team to understand specific requirements and areas of focus,
2. Conduct consultation meeting with NFSA's leadership to understand their needs and intentions,
3. Coordinate with the other inspection parties to identify the structure, methodologies, methods and needed resources for the inspection and sampling processes of domestic market,
4. Evaluate the current capacity of NFSA to determine its readiness to effectively inspect the domestic market,
5. Develop gap assessment report based on the evaluation,
6. Develop a comprehensive plan that lays out the necessary actions, roles and responsibilities, needs and timeline for transferring the mandate of domestic market inspection and sampling to NFSA,
7. Conduct a workshop to present the suggested transition plan for NFSA,
8. Support NFSA to communicate the transition plan to other interested governmental parties as needed,
9. Conduct training session on designing transition plan for the key personnel on NFSA,
10. The level of effort for this consultancy is not to exceed 40 days.
