Organizational SettingThe Regional Office for the Near East and North Africa (RNE) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's major activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with divisions and offices at headquarters, develops, promotes and oversees FAO's strategic response to regional activities. Under the recent corporate commitment of reaching 60 million people in Integrated Food Security Phase Classification (IPC) phase three and above by 2023, RNE is stepping up its targets at the regional level. This will be done through scale-up and investment plans at country level, with a focus on countries with the highest numbers of people in acute food insecurity and with the support of the Office of Emergencies and Resilience (OER) and the contributions of all relevant teams and divisions in FAO.The position is located in the Regional Office for the Near East and North Africa in Cairo, Egypt.Reporting Lines
The Procurement Officer reports to the International Procurement Officer in the Regional Office.Technical Focus
Timely, efficient and effective procurement of goods and services and Quality Assurance for Letters of Agreement in compliance with the relevant FAO Rules and Regulations.Key Results
Ensure that procurement activities comply with FAO's established policies and procedures and reflect best practice for public procurement.Key Functions
  • Supports monitoring through analysis of reports. Identifies variances and/or compliance issues and makes recommendations.
  • Participates in the development of improved work methods and procedures.
  • Collaborates in the development of training tools and materials and the organization of training workshops/seminars etc.
  • Participates in special project/work teams.
  • Drafts tender documents, contracts, purchase orders and general correspondence.
  • Reviews the technical and financial offers; participates in meetings with stakeholders as necessary.
  • Responds to requests for assistance during tendering process from managers and staff at headquarters and the Decentralized Offices, makes recommendation on best course of action and approves obligations as per delegated level of authority.
  • Supports corporate initiatives in accordance with the Corporate Environmental Responsibility Strategy to reduce emissions, increase efficiency and integrate sustainability.
  • Participates in the market and suppliers research.
  • Performs other duties as required.
Specific Functions
  • Reviews and analyses procurement requests for completeness and conformity with established FAO rules, procedures and practice.
  • Performs operational functions relating to the procurement process including, but not limited to, preparation of documents in GRMS and other office applications related to assigned procurement actions, issuance of tenders and purchase orders, evaluation of bids, follow-up with suppliers including follow-up on orders/contract execution to ensure timely delivery, etc.
  • Makes initial recommendation of awards for the assigned procurement activities based on the analysis of the solicitations results.
  • Supports in provision of guidance and oversight of procurement activities/operation in the field particularly in Country Offices on procurement matters and on the implementation of procurement strategies and processes in conformity with the relevant rules, procedures and practices.
  • Supports in reviewing and analysing requests for ad-hoc re-delegation of authority received from Country Offices and provides quality assurance management and monitoring of contractual instruments with non-profit organizations/entities.
  • Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements
  • Advanced university degree in law, business/public administration, finance, economics, commerce, marketing or a related field and three years of relevant experience in procurement-related activities; OR:
A first-level degree in law, business/public administration, finance, economics, commerce, marketing or a related field, five years of work experience in procurement related activities; and completion of professional qualification from an internationally recognized body such as CIPS4, MCIPS, FCIPS or other UN-wide recognized certifications.
  • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions.
  • Extent and relevance of experience in the field of the Corporate Environmental Responsibility.
  • Demonstrated knowledge of procurement and contract-related issues including reviewing, preparing and drafting contractual instruments.
  • Demonstrated ability to draft documents and material in English is considered a strong asset.
